Officer ‘Brakes’ for Habitual Offender

  A Clinton man has been charged with violating the Habitual Offender Act. Sgt. Cathy Anderson reportedly had to brake from hitting a vehicle that pulled out of Thornwell Street making a left in front of her as she traveled on US 76 at 7:27 Thursday evening. Clinton Public Safety arrested 54-year-old Robert Reed Payne of 206 Academy Street, Clinton Thursday evening. A warrant charges him with operating a motor vehicle on the highways of South Carolina in the City of Clinton while having been declared an habitual offender. Friday, with a $10,000 cash or surety bond set, Payne was transferred to the Johnson Detention Center. There, the Laurens County Sheriff’s Office served him with warrants charging him with three counts of Fraudulent Checks. $300 personal recognizance bonds were set on each of the three fraudulent check charges, but Robert Payne remained in the Johnson Detention Center earlier today with the $10,000 bond on the Habitual Offender charge.
